Well, you are right about that -- defining VM user id's and facilities is a sysprog function requiring a directory update, not permitted to Class G users. But I have been in a shop that implemented an automated system for VM user definition, within certain parameters controlled by the sysprogs. In that environment, it was possible to request and get new VM's defined without human intervention unless a controlled privilege authority was requested.
However, the programming and testing of the code running in DVM's (or SVM's, Service Virtual Machines, as they have also been named) was and is possible to be accomplished by Class G users. That is the sense in which I made that statement.
