I need to correct the manual I cited.  It was for OS/390 V2.1 not z/OS V2.1.  I 
have been searching the IBM website for a z/OS V2.1 RACF (Security Server) 
Installation guide and I have not found one yet.

However, the OS/390 Usermod does have what I think are the correct elements so 
long as z/OS V2.1 has not moved the module.  You will need to adjust some items 
like FMID, but I do not see a reason it could not work in z/OS V2.1
