It is very likely that the C0D *is* the original abend, since just about 
any abend (including 106-C or x78) would itself result in a wait state 
during early IPL.

So you need to find, via examining the standalone dump, who issued the C0D 
abend and why.

C0D is a catch-all abend for something totally unexpected. It can 
translate to some sort of build problem.
