The manual for BPXWDYN lists no PERMX, but a PERMC. I tried it in my
ISPF startup EXEC. I get:
ISPP100 Panel 'ISR@PRIM' error - Panel not found.

and my ISPPLIB contains only the first catenand, not all:
user.SPFPLIB
ISPPLIB KEEP
