First, RMODE 64 can be used for such data.  Of course one
could then branch to code above the bar and execute it,
provided all interrupts were disabled.  I thought it was
discussed here more recently that code executing above the
bar is now interrupt-tolerant, but can not invoke any system
services.

Waiting breathlessly for full 64-bit support, such as exists
in VM and in Linux.
