Use the MVS command D U,DASD,ONLINE to verify your OPER0* volumes have the STORAGE attribute.
Additionally, the MVS MOUNT command allows USE= to be specified in order to set a volumes attribute to storage/public/private. This will allow you to temporarily change volume attributes.
