Since you're not planning to transmit the file directly (via a HiperSocket, ideally) between z/VSE and z/OS then there could well be highly relevant security considerations. To support this variable length file transmission *securely* you could use IBM Encryption Facility for z/VSE (5686-CF9-40) to encrypt the file on z/VSE *before* it ever leaves the z/VSE system's tender care. To decrypt the file directly on z/OS you can use either IBM Encryption Facility for z/OS (a licensed product) or either of the no additional charge decryption clients that are available for download from IBM. On both ends crypto hardware is exploited.
