By this he, I believe, means that such a concatenation is not illicit per se, does not, for example, trigger a JCL error. There is, however, a notorious extrinsic side effect. The members of the authorized libraries in such a concatenation cease to be authorized (and thus in most cases usable) within its scope. Probably for want of imagination the only use for such a mixed concatenation that I have been able to think of is as a convoluted device for triggering ABENDs.
