Looking at the MSG IEE345I message:
The MVS command, LIBRARY, failed in authorization, the "BY MVS" tells us:
FAILED BY MVS
The MVS console command authority was insufficient for this command. Either:
- no security product was active for this function, or
- a security product was active for this function, but it could not
determine whether the command should be allowed or failed.
If you have a security product running then the userID issuing the command
needs "UPDATE" authority to the resource, "MVS.LIBRARY".
That is all about I can tell you.

We have a user who is running a batch job, using a new utility to copy tapes.
As per the following message log, they issue the LIBRARY command and it fails
with the following error.

I get the same error when doing the following:
1) Enter the following command in TSO
TSO CONSOLE
2) Enter the following command
LIBRARY
I am not sure how to resolve this.
Can anyone provide some assistance.
