Base on the output you posted from IXL015I and IXC359I,

it looks like your problem is with connectivity to CFTST22, possibly an
instance of LOGREC on CFTST22 that couldn't be deleted because the system
lost connectivity to the CF prematurely?
In which case, that structure deallocation is what is pending and
SETXCF FORCE,PNDSTR,CFNAME=cfname
may be the command to use.
The SETXCF command reference points out that you should only use the
FORCE,PNDSTR "if the coupling facility specified should be a coupling
facility that is not connected to any systems in the sysplex and is going
to remain inaccessible for an extended period of time (because of
permanent removal for example) or a coupling facility that will be brought
back online with all structures removed (because of a CF
deactivate/reactivate or reboot for example). "
So, what is the relationship of CFTST22 (and CFTST05) to the system
you're moving?
D XCF,CF,CFNM=(CFTST22, CFTST05), D CF,CFNM=(CFTST22,CFTST05) and D
XCF,STR,STRNM=LOGREC
may be helpful, in addition to your description of what you're trying to
do with these CFs, especially in relationship to the new policy.
