For the BUILDMCS command, the SET BOUNDARY command must specify either a
target zone or distribution zone associated with the distribution
libraries containing the elements for the FMIDs specified.
Note: The BUILDMCS command should be used only when the target zone and
its related distribution zone are at the same service level.
