When these types of abends happens it is usually due to missed steps in installation. This could be the removal of old libraries, placing new libraries in the correct sequence in the LINKLST or LPALST. And possibly not having all maintenance installed. You need to go back to your installation process, starting with SMPE and match up all of your activities with what the books say.
