Usually all the TGTn are at the same fix level. Before April (product
installation) the environments were identical.
Then I APPLied the product with some PTFs which came with the order. At
this time TGT1 and TGT2 were silghtly different than TGT3, just because
the product installed.

The problem with APPLY on TGT3 occured because in the meantime some new
service was RECEIVEd with HOLDATA. Note: It was only RECEIVEd, it wasn't
applied anywhere.
The product works OK on TGT1 and TGT2, so I think I can live without the
newest service. I could use the product, but I cannot install (APPLY)
it, just because new HOLDERROR.

Since, I assume, the intent is to bring TGT3 up to the same maintenance level as TGT1 and TGT2 BUT NO HIGHER, I would suggest doing any APPLY CHECK to see what gets HOLDERROR'ED. Now list these SYSMODs against TGT1 or TGT2 and see which are in APPLY status. Adding these to a BYPASS will allow you to APPLY them to TGT3. At that point you will be running with the PE'ed SYSMODs on all 3 systems but they WILL be at the maint level. Eventually you should need to pull and APPLY the fixes listed on the HOLDERROR but that is a different matter. Going this route will not expose you to any more risk on TGT3 as you already have on TGT1 and TGT2 due to running with now PE'ed SYSMODs.
