Not to pick nits, but the APAR says it is 1.12 and above, not 1.11.  

In any case, I missed this enhancement, so thank you, Mr. Relson, for pointing 
it out.

That was the old rule.
As of z/OS 2.1 or as of z/OS 1.11 with APAR OA38328, the new rule is
"Lines that begin with an asterisk in column 1 are comments."

The new rule is documented in the z/OS 2.1 infocenter and with the APAR. A 
similar rule was implemented for some other parmlib members too, including 
IEASYSxx.
