Years ago I attempted to side-step this issue by approaching the Australasian 
business partner to license z/XDC rather than expecting individual customers to 
have it.
Licensing, the bane of all z software, reared its ugly head immediately.
- could I use it on customer code ?
- what about in-house at customers site(s) - portable iicence ?.
- what if I developed code: who would own it, who would license it ?
...

All became too hard, and got knocked on the head.
