This started here long ago. Back when we were owned by an entirely
different company. However, back then (1990s) I understood (and hated)
why. I mentioned our CICS software was off support and we should
upgrade to a supported level. The CIO said (near quote): "What we have
is working, So, no. Because that would increase our budget. And by
keeping our budget numbers lower, I get a bigger bonus at the end of
the year. So forget it."
