Are there data in the data set, or are you trying to read it
immediately after allocating it? If the former, what's in the DCB used
to write to it? If the latter, why would you expect anything but
garbage?

That would be a good stunt; it's not in the catalog.

ITYM "why the DCBBLKSI field would be filled in with zero", and the
answer is that the only programs to open it for output had DCBBLKSI of
zero.
