Are your 3490s real tapes, either in an ATL or mounted manually (which?) ,
or virtual tapes, in a VTS?  What is your tape library? We are running z/OS
1.12. We have 3490-JA tape drives in a 3584 ATL. Attached to the same
system is a 3494-B10 VTS, which present 3490 (virtual) drives to z/OS. The
3494-B10 uses 3590JA drives for its "back store" media.

We have had jobs "hang" in both the 3590 ATL and the emulated 3490 VTS. In
the case of the 3590 drives in the ATL, it was a "fibre switch" which
connected the J70 tape controller to the 3590 tape drives. In the case of
the 3494, it was some back store physical tape media which "failed" somehow
("UNABLE TO READ TAPE LABEL").

Have you looked for errors on the Library Manager display? I generally do
this via the 3584's "web site". We have seen messages like:
