... and 1 more reason .... MASTER volumes should normally have all data sets seen and recorded while rmm (or another tms) is in control - so we would know exactly what is on a tape. When you add volumes using commands rmm has no knowledge of the data set names and so cannot enforce the difference between MASTER and USER.
