I read:

   o If the LMOD entry does not contain a COPY indicator, SMP/E checks whether 
the
     load module is a single-CSECT load module. If so, SMP/E can include the 
load
     module from the target library indicated in the LMOD entry.

Does that mean that if the load module is built from a single ++MOD element,
but the CSECT operand of the ++MOD statement names 2 or more CSECTs
that load module is ineligible?

No. For the most part, to SMP/E the phrase "single-CSECT load module" really means "single-MOD load module".
