Not necessarily.  Check out LKLIB, as Paul has suggested.

Yes, using LKLIB. But don't forget, this method requires you define the desired load modules using JCLIN so SMP/E has all the required information to link them properly.

Regarding ++PROGRAM, they are a completely independent entity, for which SMP/E maintains nor infers any releationship to MODs or LMODs. They are used to deliver pre-built executables (load modules) which you do not intend SMP/E to build or link edit.
