Have you checked in SYSLOG at the time OMVS Tried to start to see if there are any error messages?
Have you tried to do a start on the OMVS Task? Or have you tried to restart the task? F OMVS,RESTART Or F OMVS,RESTART,OMVS=(xx,yy) make the XX or YY match what is in IEASYSxx member of your SYS1.PARMLIB dataset You need to find out the messages at shutdown. Maybe someone did a F OMVS,SHUTDOWN command. You also need to identify the level of z/OS you are running.
