Ted MacNeil's point is, in general, well made; but PDSs for load
modules remain an important exception.

For them space allocations should be in CYL units; and doing so no
longer has a significant downside: A disambiguating 3390 geometry can
be chosen for such libraries, and they should anyway be replaced
wherever they can be by PDSE-resident program objects.
