I see this in the RFE.

Public requests are visible to all users; Private requests are visible only to 
the original submitter. The visibility is automatically set when the request is

It says " The visibility is automatically set when the request is created."  
Can anyone on the list (IBMer?) explain how the RFE can be made public? I 
didn't get any option to do so myself - or I missed it.
