Then under TSO you need to start ISPF. Then you can ADDRESS ISPEXEC and, if desired, start EDIT. Then you can ADDRESS ISREDIT. You may need a separate EXEC at each level along the way. Easier if you can assume TSO and ISPF and EDIT were already started, but the OP didn't say that.
