No, you can build purely classical 16-state elements. But for
electronic computational elements[1], 2-state is much more reasonable.

Various string and super-symmetric theories demand specific numbers of
space-time dimensions in order to avoid anomalies. the numbers 10 and
11 seem to be the important ones in current theories, although 26 was
important at one time.
[1] Most modems these days use more than two signal states.
