ISPF is not automatically there in foreground either. I'd be willing
to bet that there are people here with a logon proc that leaves them
at the READY prompt. As for batch, you can always invoke a logon proc
that allocates ISPF datasets. It's strictly a matter of what the
installation set up.

BTW, could Brent confirm that his intent was performing an ISPF
service from the READY prompt rather than form a n already running
instance of ISPF?
