hex display?  Does ISPF add a third or fourth line of hex as needed?

No, all on the same line as additional characters, like this for the British 
pound symbol followed by the digit 1 and a space:

CA32
2310

Or this for a capital letter B followed by the dagger character and a space:

B    
4E8A2
22000
