Ok, granted my books just say 'Each data set in a RACF database must be a contiguous, single-extent, non-VSAM data set that resides on a DASD volume, and it must be cataloged.' (and because of DSORG=PSU, the volser must NOT be in SMS.) The catch is: books say 'it must be cataloged', but say not WHERE - MCAT or UCAT. I believe it must be in MCAT because RACF and SAF is started very early (ICH520I) in the IPL process, even before CATALOG address space. (I have checked my SYSLOG before posting here...)
