I believe PPFA and OGL are still available as one-time charge offerings. The 
alternatives for PPFA are all considerably pricier. There simply aren't any 
lower-cost alternatives. However, if you don't need extreme precision placing 
objects for your overlays, there is a slightly less expensive 
alternative--free. You can use any good Windows graphic program (not free) and 
the Windows AFP Print Driver, http://bit.ly/z4Vhx0,  (which does not drive any 
printers) to create overlays and page segments.

There is software suitable for driving low-speed IPDS printers, but to reliably 
drive high-speed printers requires PSF or equivalent. You might spend some time 
with the PSF point-counting tool (Appendix N. APSGPPCT point counting tool in 
the PSF Customization book, S550-0427-04) to see if you can reduce your current 
pricing tier.
