Not quite. There was[is?] an internal-to-IBM scheme for requesting [and receiving] exceptions from programming standards which IBM PL/I development groups used fairly often. A cogent, chiefly technical case had to be made for each class of exceptions, and such requests were sometimes denied. Anciently, these exceptions were noted in PLMs and ELs. In this OCO era less is known about them.
