From where? Please post the URL. The manual, details about what-is-new and other info for upgrades are freely available. You need to register on IBM and then download the file after accepting that you read the conditions. That file (actually a long JCL) needed to be FTPed to your z/OS and tailored before you can use it. For actual SCRT uploads, you need to go to another IBM web-pages.
