First, if you have not done so, there is a CICS list you can join.

Second, you can only, as far as I know, use the MVS Modify command to 
communicate with CICS.  The type of CICS region you issue the command to, will 
depend on if you have a single CICS region, or a CICSPLEX, or CICS Environment 
made up of  AOR, FOR, WOR, TOR, etc...

Next, you have to have appropriate Security setup to issue the F 
CICS,....command      What SAF do you use, RACF, ACF2, TSS?

Please provide the command and response when you issue the F CICS,CEMT.... 
command.  Please post the response to your command with the DFH and any 
security product messages.  Provide the full message text.

So some basic questions:
1) What version of z/OS?
2) What version of CICS?
3) What is the CICS Configuration?
4) Do you use CICS Explorer?
5) Why issue console commands?  Are you doing shutdown, Automation, etc.?  
Please provide some details.
