If the module is in LPA, there is no need to use the MODADDR keyword. If the module is in the LNKLST or you used the DSNAME keyword and you use MODADDR, I surely hope that you used the STOKEN keyword. Otherwise, if the module is in the LNKLSTor you used the DSNAME keyword, it is usually best to let the system manage the storage (i.e., do not use MODADDR).
FWIW, the output from LOAD is a 64-bit pointer-defined address, such that LGR R15,R0 BASSM R14,R15 will work.
