The problem I had with it was that there doesn't seem to be any way to order maintenance for an FMID (or product) until *after* it has been applied. I would have much preferred to have applied all maintenance along with the FMID, particularly since there were ++IFREQs against the FMID that wanted to prevent us from applying the FMID without the PTFs that we couldn't get until after the FMID had been applied, but couldn't be with out the PTFs that couldn't be obtained until after the apply, which couldn't be done until... etc.
It is enough to RECEIVE the subject FMID into the global zone. That is, you don't need to first APPLY the FMID to a target zone. Once the FMID is in the global zone, then using RECEIVE ORDER you can order and receive all of the latest PTFs, including for that FMID. After the PTFs are received, then you can do the APPLY of the FMID and its PTFs.
If you saw different behavior, then perhaps you were using the FORTGTZONES operand of RECEIVE ORDER. FORTGTZONES changes the scope of the order to only those specified target zones, and won't order PTFs for FMIDs that are not applied to them.
