The SMPE install library is SBPXEXEC, which in our shop is SYS1.SBPXEXEC. However, since this works for you in TSO, someone may have copied it to a 'standard' library. Use ISRDDN and look in each SYSPROC and SYSEXEC PDS until you find it.
