I have the V1R10 Auth manual open. IT says Minimum authorization: Problem state and any PSW key. For the FRELOCK, SERIAL, RETRY, RETRY15, and FRLKRTY parameters, supervisor state or PSW key 0-7.

So that narrows it down a bit. Curiously my 1.6 bookshelf has the 1.5 versions of the Auth Asm Services Ref LLA-SDU and SET-WTO, but the others are 1.6.
