The first step in a check for the IBM Health Checker for z/OS that would look at a setting is usually to ask: "is there a recommended value?". If there isn't, then we're not likely to create something to report on it.
Sometimes, we do find that there should be a recommended approach but that, for whatever reason, it wasn't documented. Any health check along those lines would be accompanied by an update to the doc. Not having had to share too much of your pain about configuring SMF options, I'm not sure whether there are recommended options or not. I'm sure that most customers have decided what is right for them, but that may not be a general recommendation. Yu're welcome to encourage not only IBM but also your favorite ISV to create health checks to meet your needs (such as "nag me if I am not collecting SMF records a,b,c"). Or, you're welcome to write your own. If the data that you want to check is readily accessible (that can be a big "if"), writing the check can be pretty easy.
