Not "out of the box", but so long as RACF supports "password" and "password
phrase" as separate entities, you could design your login interactions such
that, for example, all of your "traditional z/OS" applications would use the
8-character or shorter "password", and your OMVS applications would use the
14-character[1] or longer "password phrase".

[1] With the ICHPWX11 exit you can decrease the minimum length of a "password
phrase" to as few as 9 characters.
