For a demonstration project, you might try migrating their existing software to z/Linux on Hercules on a Laptop. You should be able to get about 50 MIPS per core, define 1 core per hyperthread (leave 1 for I/O) on recent hardware. For real z servers they were suggesting 7 moderate load servers per zIFL.
