Even if he is using RACF, do you *know* that he's not using ACCOUNT?
I repeat, IT DEPENDS ON THE SECURITY SETUP, THE PRIVILEGES YOU WANT
THE USER TO HAVE AND THE RELEASE LEVEL. The OP has provided none of
those data, so any answer that anybody gives is just a guess.
