ICSF will run just fine without any crypto card, just need to activate the CPAC 
instructions (no-charge MES) built into the CP's.  Limited functionality of 
course, but it runs without a problem.

ICSF is a software component of zOS. The latest release, HCR1B00, can be 
ordered from ShopZSeries and installed on your zOS 1.13 environment.
