Interesting. I have both PTFs RECEIVEd, but both are PE by open OA46090, which 
is displayable in SIS. The PE is for insufficient HOLD doc on the original 
PTFs. 

So I'm curious about OP's situation where EXCPEXIT specifies a nonexistent 
program. What happens when that cluster is opened? Abend? Error message? In 
other words, is there any external evidence of a bogus EXCPEXIT name?

UA75830 (1.13) and UA75831 (2.1) are indeed classified as SECINT PTF's. I just 
checked.
