The purpose of the SCRTTOOL is to collect the information IBM needs to prepare 
an invoice. It is not intended to help you "manage" your environment or data. 
It is not integrated into z/OS because when IBM updates it to a new Version 
level, every customer using it is supposed to install the new version and use 
it within 3 weeks. Also because it runs as a batch job 'after the fact' it does 
not truly need to be integrated into z/OS. The MWRT tool for Mobile and 
Co-Location Pricing works the same way. 

This is what led me to develop LCS thirteen years ago. To help sites manage 
their environments to minimize their pricing.  Your missing intervals issue is 
a good example of how LCS helps licensees. Is missing data really missing or 
did an outage or scheduled IPL occur? LCS handles that with the DATAGAPS 
report. It shows the gaps in the data and analyzes other SMF records to 
determine if an IPL occurred and whether it was preceded with a HALT EOD 
command or not. Additionally LCS audits the SCRT or MWRT CSV output files and 
the resultant IBM invoice.
