IBM has responded with:
Thank you for submitting this request. Your enhancement request was submitted
against the software product "InfoSphere Streams". From the description, I
believe that this should be filed against the z/OS operating system. Please
edit the following fields in this enhancement request to ensure that the
correct product team receives your request:
Brand = Servers and Systems Software
Product = z/OS
But I don't see any way to edit my request.
It also says that the "declined" status means that I have to wait 12 months
before re-requesting.
Any suggestions?
