John:  aside from Lizette's response, I find OMVS=(00,10,11) in SYS1. 
PARMLIB(IEASYS00) which points to BPXPRMxx members.  I also find START UNIX (a 
proc with Mount commands) in COMMND00, with START TCPIP, & START SMTP later in 
our local start-up processes.  Hope this is helpful.

TCP base not to start.
