The Rexx CGI is started by using the browser to access the web server on a 
specific path, it's not started by JCL and I'd rather not use internal reader 
to submit a job, that seems too convoluted.

It is an OMVS rexx like you first stated Gil, I will try calling another TSO 
exec that starts ISPF.

I really like the idea of using PDS86 as well, thanks Peter! I'll try that

I'll get back after I've done a few tests.

Would it even run in the same address space as something started by JCL?
