Are you calling IND$FILE directly? Can you duplicate the problem using
ISPF option 3.7 (5.8.2  Download/upload data set)?

As long as you can reproduce the bug in a supported product using
IND$FILE under the covers, you should be able to report a defect
against that product and let IBM sort it out internslly.
