Maybe its smp4 you are thinking of? SMPE didn't come along till later.

It includes instructions for loading MVS 3.7 on 2 3330 packs.
You then update SMPE and install MVS 3.8.
You can also then install the IBM PTFs and User PTFs to get to MVS
3.8J with Turnkey enhancements.
