It can be done if you have ISPF Productivity Tool (formally known as
SPIFFY), an ISPF enhancement product which among other things supports
enhanced cut/paste to multiple "clip boards" within multiple contexts.
However, unless things have changed this is not a free product, so
unless some of its other features are also very appealing to management
it might be difficult to cost-justify.

I'm thinking one could even kludge their own one-clipboard version of
split-screen edit cut/paste using REXX Edit macros without too much
difficulty. Does such a beast possibly already exist on the CBT Tape web
site?
